Workforce development is a core part of our mission to develop and promote construction careers.  The Foundation develops programs for people of all ages and career levels. Whether introducing middle school students to construction at our week-long construction summer camp or working with professionals to train them for their next promotion – the Foundation seeks ways to help people succeed in the industry.

In addition to the Foundation’s regularly scheduled Continuing Education classes, we offer custom classes to make learning more accessible and specific to the needs of an employer. Palmer Scholars is taking advantage of custom classes for the pre-apprenticeship program. Together we have developed customized options for Forklift Training, OSHA 10, OSHA 30, and Aerial and Scissor Lift.

Palmer Scholars has a detailed and conscientious approach to programming with the goal of best serving young adults of color in Pierce County. During Construction Inclusion Week, we reflected on workforce development’s role in shaping an industry where all are welcome and are set up to thrive.

We asked Brooke Summerlin, Director of Enrollment and Placement at Palmer Scholars to share their perspective.

How do you see workforce development as a piece of your commitment to diversity, equity, and inclusion at your company?
Workforce development is a critical component of our commitment to diversity, equity, and inclusion (DEI). By creating accessible entry points into the trades for underrepresented groups, we provide our Scholars with the skills and opportunities needed to succeed in high-demand, high-wage careers. Our pre-apprenticeship program is designed to break down barriers for our Scholars from underserved communities, ensuring equitable access to quality training and employment opportunities.

How does educational advancement and professional development support equity in your workplace?
Educational advancement and professional development are key drivers of equity at Palmer Pathways. We emphasize skills-based training and certifications that offer our students clear, tangible pathways to career growth that are mission-aligned with the AGC Education Foundation. By equipping our Scholars with the knowledge and skills necessary to advance in their careers, together we ensure that they have equal opportunities to succeed regardless of their background. The Foundation’s curriculum addresses both technical and soft skills, empowering our Scholars to navigate the workplace confidently and take advantage of opportunities for continued learning and leadership development.

What elements in the class do you value when looking for educational opportunities for your students?
When considering educational opportunities, we value a curriculum that combines hands-on experience with mentorship, real-world application, and personal development. Additionally, fostering a sense of community and support among Scholars is crucial—creating a safe, collaborative learning environment where our Scholars from diverse backgrounds feel welcome and empowered. Finally, ensuring that the program is adaptable to the evolving needs of the industry helps our Scholars stay competitive in their career journeysO.
